Interior Streamlines Arctic NEPA Reviews, Sets 2027 Offshore Sales

BLM set NEPA categorical exclusions for NPR-A winter exploration on Oct. 8. MMA proposed 80.4 million Gulf acres and 1.05 million Cook Inlet acres for March 2027 sales.

Field notes

  1. BLM on Oct. 8 established NEPA categorical exclusions for winter exploration in the NPR-A, covering seismic, exploration wells, and plugging and abandonment.
  2. MMA proposed the Big Beautiful Gulf 4 sale: about 80.4 million acres, roughly 15,104 unleased blocks, 12.5% royalty, March 2027.
  3. Big Beautiful Cook Inlet 2 would offer about 1.05 million acres across 224 blocks; the March 2026 first sale drew no bids.
  4. The first three Gulf sales under the Working Families Tax Cut Act generated $430 million in high bids.
  5. December onshore sales: Colorado offers 113 parcels (126,440 acres) on Dec. 8; Nevada offers 3 parcels (2,601 acres) on Dec. 9.

The US Interior Department moved on three fronts last week: new NEPA categorical exclusions for winter exploration in the National Petroleum Reserve–Alaska, proposed March 2027 offshore lease sales in the Gulf of Mexico and Cook Inlet, and December onshore auctions in Colorado and Nevada.

What changed in the NPR-A?

The Bureau of Land Management (BLM) on Oct. 8 established new categorical exclusions covering winter oil and gas exploration in the NPR-A. The measure applies to seismic surveys, exploration wells, and related plugging and abandonment work. Qualifying projects can now proceed without a project-specific, in-depth review under the National Environmental Policy Act (NEPA, the statute governing federal environmental review of major actions).

BLM said it built the exclusions from decades of prior environmental assessments for winter exploration in the reserve. The agency will still screen each project for extraordinary circumstances, including potential effects on endangered species, cultural resources, or other conditions that could result in significant environmental impacts.

The exclusions follow earlier administration actions in the reserve. Interior rescinded a 2024 rule restricting development in the NPR-A and reopened nearly 82% of the acreage to oil and gas leasing.

Takeaway: Winter exploration programs in the NPR-A can now clear federal review faster, provided they pass the extraordinary-circumstances screen.

What is on offer offshore in March 2027?

Two major offshore sales are now in motion.

On Oct. 9, the Marine Minerals Administration (MMA) proposed roughly 1.05 million acres in northern Cook Inlet, Alaska, through the Big Beautiful Cook Inlet 2 sale. The proposal includes 224 blocks stretching from Kalgin Island in the north to Augustine Island in the south. The royalty rate is 12.5%.

This is the second Cook Inlet auction required under the Working Families Tax Cut Act of 2025. The first sale, held in March 2026, covered the same northern planning area and drew no bids.

A day earlier, on Oct. 8, MMA proposed about 80.4 million acres in the Gulf of Mexico through the Big Beautiful Gulf 4 sale. That proposal covers roughly 15,104 unleased blocks at a 12.5% royalty rate.

The Working Families Tax Cut Act requires Interior to hold at least 30 Gulf oil and gas lease sales through 2040. The first three mandated sales, held in 2025 and 2026, generated a combined $430 million in high bids.

Takeaway: The Gulf offers the scale — more than 80 million acres — while Cook Inlet offers a second attempt after a no-bid first round.

What do the December onshore sales include?

BLM also announced December lease sales in two states.

  • Colorado, Dec. 8: 113 parcels totaling about 126,440 acres.
  • Nevada, Dec. 9: three parcels totaling 2,601 acres.

The Colorado sale dominates by volume. The Nevada offering is a fraction of its size at 2% of the Colorado acreage.

Takeaway: Onshore federal acreage returns to the market in December, with Colorado carrying nearly all the parcel count.

What to watch

Watch the March 2027 sale outcomes, particularly whether Cook Inlet attracts bids after the March 2026 auction drew none, and how quickly operators use the new NPR-A exclusions to schedule winter seismic and exploration drilling.
